The programme seeks to enhance farmers’ livelihoods through an integrated approach that promotes sustainable and eco-friendly farming practices, value addition to agricultural produce, and improved market access. By supporting farmers in adopting better production techniques and strengthening linkages with markets, the project aims to increase incomes and contribute to a sustainable improvement in their overall quality of life.

The Japan International Cooperation Agency (JICA)–supported Uttarakhand Integrated Horticulture Development Project (UKIHDP) is a flagship initiative of the overnment of Uttarakhand aimed at enhancing farm incomes in hill regions through structured horticulture value-chain development. The project focuses on improving productivity, quality, post-harvest management, institutional capacity, and market linkages for selected high-value crops in climatically suitable clusters.
Under UKIHDP, Mount Valley Development Association (MVDA) has been selected as the implementing agency for two blocks of Uttarkashi district—Mori and Bhatwari—based on its long-standing experience in hill agriculture, farmer mobilisation, and institutional development.MVDA in partnership with Uttarakhand Integrated Horticulture Development Society implementing JICA supported by Uttarakhand Integrated Horticulture Development Project (UKIHDP) Implementation Geography & Crop Focus:

The selection of crops is aligned with agro-climatic suitability, existing farmer practices, and market demand, ensuring both technical feasibility and economic viability.
Institutional Framework & Roles: The project follows a multi-institutional delivery model with clearly defined responsibilities:
JICA Provides strategic financing, technical expertise, global best practices, project
design support, and monitoring frameworks.
MVDA- CBBO (Community-Based Business Organisation)
Responsible for farmer mobilisation, formation of producer clusters, strengthening production discipline, quality assurance systems, and initial business orientation at the community level.
Farmer Producer Organisation (FPO)
Acts as the commercial arm of the project—aggregating produce/seed, procuring inputs, undertaking value addition, establishing market linkages, and ensuring sustainability beyond the project period.
Block-wise Intervention Strategy
A. Mori Block – High density Apple plantation
Key interventions include:
Promotion and adoption of High Density Apple Plantation (HDP) systems, enabling early
bearing, higher productivity per unit area
Introduction of improved post-harvest handling, grading, and aggregation systems to
reduce losses and improve quality consistency
Market linkage through FPO-led collective marketing, ensuring better price realisation,
scale advantages.
Objective: To improve productivity, reduce post-harvest losses, and enhance price realisation for apple growers through organised value-chain development. Bhatwari Block – Potato Seed Village Development Key interventions include:
Development of potato seed production clusters
Training on quality seed production protocols and disease management
Linkages with certification and technical agencies
Aggregation and distribution through FPO platforms
Objective: To establish Bhatwari as a reliable source of quality potato seed, reducing farmer dependency on external seed markets and improving net farm income.
JICA 3
Key Objectives: To promote profitable horticulture and improve farmer’s income by area expansion of targeted crops, infrastructure development and capacity development for production, processing and marketing of horticulture crops, thereby contributing to economic and social development in Uttarakhand state. It is imperative to encourage farmers to be part of the producer collectives with the goal of promoting FPOs for enhancing market access, economies of scale, improved risk management, and instilling essential business skills among farmers.
JICA 2
The project places a strong emphasis on setting up primary processing and cold storage units, among other facilities, to enhance quality control and advance FPOs. Additionally, training will be provided to ensure post-harvest handling, value addition, and business management. The ultimate goal of the project is to use the power of collectivization and ultimately enhancing the income of the farmers. Project Location: Bhatwari and Mori Block of Uttarkashi district
Lalit is working as an Agriculture Associate under the FRDP Project – Himachal Pradesh. He is originally from District Mandi, Himachal Pradesh. He brings with him valuable experience from his previous roles. He has worked for 2 years as a Cluster Incharge in Anni, Kullu, where he actively supported field operations and cluster-level activities. Following that, he served as an Agriculture Inspector for about 11 months at the Global Certification Society, Palampur, gaining hands-on experience in agricultural oversight and field assessment.
Ms. Sunita hails from Jaunpur, Tehri Garhwal and is associated with MVDA as an Academic Facilitator. She brings with her over 6 years of experience in teaching Science, Social Studies, and English at the primary level. She also loves sports activities. Her extensive background in the education sector reflects her passion, self-motivation, and commitment to hard work.

Navprabhat holds a Masters in Social Work from Delhi School of Social Work (University of Delhi). He was the first recipients of Martha Farrell Scholarship awarded by Martha Farrell Foundation in collaboration with National Association of Professional Social Works in India. He worked with Society for the Promotion of Women and Child welfare as a Project Officer.
At MVDA he is associated as Executive Director and is responsible for representing the organization to the public and partners, develop strategy for the organization. He loves travelling new places, is a nature lover and likes to make new friends.
Pooja Rawat

Pooja Rawat has a master’s degree in Rural Technology and has two years of experience in previous companies. At her previous position in Global Agri System Private Limited Gurgaon, an Agriculture Consulting Firm, she worked in the Agri Infrastructure Department as a Sr. Executive for two years. Her responsibilities included Business Development with National & International Organizations. Pooja has always wanted to work for an NGO, as she wants to be part of a community that is making a difference and helping those in need. That is why she joined MVDA as MIS and Documentation Manager on 1st August 2024.

Kiran Rawat
Project Coordinator
I’m Kiran Rawat, originally from Kirtinagar Tehri Garhwal. I pursued my Bachelor’s in Arts in 2019 from Sri Devi Suman University Tehri Garhwal, followed by a Master’s in Social Work in 2022 from HNB Garhwa University Srinagar Garhwal. Additionally, I hold a Diploma in Mechanical Engineering from Govt Polytechnic Sringar Garhwal in 2018.
My professional journey began in 2018 as a Diploma trainee at TATA Motors Pantnagar, where I spent a year in the production department’s BIW shop. During this time, my responsibilities included updating standard documents such as WIS, 5S, and the skill matrix of operators. I resolved punch issues of operators and forwarded zero-defect data to superiors.
After completing my internship, I transitioned to work at a BMW automobile showroom in Gurgaon. However, due to the COVID-19 pandemic, I left my job and decided to continue my studies. I pursued post-graduation in social work and, since December 2022, have been preparing for government exams while working part-time as an LDC in the Minor Lift Irrigation division in Srinagar Garhwal.
My greatest strength lies in my honesty and belief in teamwork, essential for executing tasks efficiently. Recently, I joined MVDA as a Project Coordinator, and I am dedicated to contributing my best for the excellence of the organization. I intend to utilize my knowledge, analytical, problem-solving, and communication skills to achieve the organization’s goals.

Yogendra Singh is passionate about promoting and supporting education in rural area through the strong community participation and practical intervention. He also passionate to strengthen youth and women’s sustainable livelihood initiative through collectivization. He has 8 years of experience in education sector. Prior to join as Project Coordination he worked with MVDA as a Senior Supervisor and with (CBM Trust India as Block coordinator under Livelihood domain.
He completed Post Graduation and B.Ed. from HNBG University. He likes singing, writing Hindi poems and travel mountains.

Sanjay joined MVDA in 2016, and currently working as a project coordinator. Sanjay is working in education sector for more than two decades. He has completed M.Sc. from H.N.B. Garhwal University. He desires to see the youth of the Uttarakhand working for the mountains and not migrating to the cities. Sanjay believes education can play a major role in this. He likes reading about new topics and make his students aware of it.

Mahaveer Singh Mehra holds Master in Commerce from Hemvanti Nandan Bahuguna Garhwal University. He joined MVDA in 2008 as an Accountant. He currently leads organization’s Finance section and lead and manager finance and Administration team. Prior to MVDA he worked as an accountant in Delhi.

Community Health Worker
She holds a Master’s degree in Social Work from H.N.B. Garhwal University and is a Gold Medalist. She brings valuable experience in healthcare and community outreach. Kiran has extensive experience in organizing health camps, conducting awareness sessions on hygiene and menstrual health, supporting ANC/PNC beneficiaries, and working closely with ASHA/ANM workers and PRI members in rural areas. She is passionate about community welfare and committed to improving access to healthcare services in remote regions.

Dheerandra is a Post-graduate M.Sc (Maths) from Garhwal University and B.Ed. from Kashmir University. He also holds a one year diploma in computer application. He joined MVDA in the year 2008 as a Computer Operator and worked till 2015. He has also worked with Paryavaran Jan Vikas Samiti as a computer teacher from March 2015 to March 2021. At present, he joined MVDA as Community Mobilizer under holistic rural development project.
